Rule driven notifications

I'm not totally clear on how the upcoming notifications will work.  It sounds like they will be configured per device on the client.  Maybe I'm wrong?

What I would like it the ability to generate notifications from rules.  For example, I don't want to know every time a door opens, I only want to know if I have set the house to 'armed' and it opens.  Or if it stays open for more than 15 minutes, etc.
