Network isolation

I wasn't sure how else to title this question. I have gone through the settings and made sure that isolation was NOT turned on.

I am having a increasing problem with not being able to connect to other devices on LAN.  Things like Tivo DVR , Wemo and TCP connect lights.  If I shut off WiFi on my phone/tablet and connect through WAN I have no problems connecting. However if I am at home and connected to A+ wifi the devices either do not show up at all in the respective apps, or constantly lose connection.

 Tivos and TCP lighting hub are both hardwired to A+.  As of last week ( when I replaced my phone ) I can't see WeMo devices at all. IFTTT and Echo still control the switches fine, so I know the switches are online. However I can not get switch to show up in WeMo app no matter how many times I refresh/search for devices.

 I discovered long ago that in order to Miracast from phone or tablet to Amazon Fire I had to reboot them both and then make sure that they were both on the same ( 2.4 or 5ghz) network to get a connection. Otherwise they would not connect or phone would show the TV as being on a different network and ask if I wanted to connect remotely. If bother devices are on LAN ( desktop and Tivo) I can connect fine, but if I switch desktop to wireless I once again have to login "remotely" even if on the same wifi network.

I have to view my network cameras, DVR, NVR ( all hardwired) over DDNS. No matter how many times I try, I can not access them if I just put the local IP address into app.

My WD MyBook live has to opposite problem. Laptop connected to WiFi has no problems at all accessing it. Desktop that is on the desk right next to it and both plugged directly into A+ is constantly throwing up errors that is has lost connection to network drive.  Laptop backs up every night just fine. Desktop backup has not completed in about 3 month because " network drive has been disconnected or is not available". 

I know there are plenty of people here much smarter than me that can figure out how to fix this constant annoyance.
