Well as an Access Point, the DHCP of the Almond+ remains disabled by default and it doesn't deal with handing out IPs at all. It works like a bridge in between and the primary router is responsible for any IP handed out for the devices. So there are two possibilities, either your primary router is not providing a static IP (but a dynamic one) or the Almond+ is not correctly setup as Access Point and hence the DHCP isn't really disabled. Check these two factors, it should be ok.
