What device do I need ?

So here's my problem. I have a ceiling fan in my bedroom that has two different pull chains. One for fan, and one for the light. I also have a double gang wall switch one of which controls the fan and the other is *supposed* to control the light. However, when I opened up the box, the load from the wire was not present. So I have a wall switch that does not work.

When I checked with an electrician, he said it would cost $200 to run a wire and then make it work. I was thinking there should be an easier way to get it done wireless. I know there are three way switches that I think can work with the add-on switch not having to be configured to a load. However, I don't know how to connect that to a pull switch. I could put a z-wave on/off relay over there, but there is no way to make the switch work.

Does anyone have any suggestions for this ?
