Title: Changing DHCP static IPs appears to restart wifi

For some reason when I add a static DHCP entry, the wifi goes offline.  If all I'm changing is the DHCP client list, only the DHCP server daemon would need to be reloaded/restarted, not large chunks of the network stack.

Reported as a bug to the software team.
