Title: R072 - bug related to dimmers in rules and Almond+ touch screen UI

Problem
Turning on dimmer plug-in switches using rules doesn't work if I use an ON command in the THEN part of a rule. It worked the previous release R70as. I can work around the bug by using the dimmer level DIM 99% to turn them on so it isn't a big deal.
I would reconsider the UI for dimmers though. Maybe only have a dimmer level where 0 is of and 99% is max. This would simplify the UI.

The Web UI for ON works perfectly so this is isolated to the rules only.

UPDATE 2015-04-02
This issue also applies to ON using the touch screen UI on the Almond+ itself. I can't turn on dimmers using the On button any more. I have to use the dimmer slider. This issue wasn't present in R070as.

I edited each rule but didn't make any changes--just selected Confirm Selection for IF, Done for THEN, and save; now they all work.  Maybe just saving would have worked but I didn't try that.

You might need to toggle the rules by turning them off then on again to work
