I believe this began with R070.  I had to reset the time zone after the update.  I had some issues with the cloud based controls (android app and connect.securify.com), so I tried restarting the router.  I found later that the time zone was back to UTC.  I reset this to my time zone and decided to test if the setting was lost due to the reboot.  I found that after the reboot the time zone was again set to UTC.
